I think that is to protect the crisps from being shattered. The fill half of the bags with crisps and the rest with air.

i once had an embarasing moment with a pringle tube in a cinema... id finished them and i frgot the lid was on... i went top squash it and.. well i thought it was just a strong tube until the lid popped off.. it was really loud. have/d no clue where the lid landed.

they actually fill it with a gas like nitrogen, prevent oxygen from touching your food and keep it fresher. so while they can rip you off, your chips are crispier than they would be! plus it also protects the chips from most impacts that dont puncture the bag
