Well, after the serious mind-[bleep]ing the villain gave the detective the whole movie, it's quite understandable that when he DOESN'T kill someone, the detective fails to notice the break in pattern.

Plant a gun on him, slog through the paperwork, the investigation, and the unexpected vacation (aka suspension), then get on with your life.
