They do this by tweaking what's under the hood of the game. It's almost downright insane when you consider the endless replay value the series has because of all the minute tweaks that occur in the background. In the end, I think of Pokemon sort of like a MMORPG, and that rather than paying a monthly fee of $14 a month for a Dev team to come up with patches and expansions, you're paying $35 for a Dev Team to release a new game. The Meta gets rebalanced, new side activities get introduced, and new zones get added or reworked. Generation jumps are like full on expansions, while extra versions that get added to a current generation are much more like patches.
There's no new pokemon in HG/SS as they are remakes of the old Gold, Silver and Crystal pokemon games on the gameboy colour, with 3rd and 4th gen pokemon included. There's been a reveal of two pokemon from the 5th generation so far, Zorua and it's evo Zoroark.

I mean, we have hundreds of different copies of Zelda, Pokemon and Mario Bro's its not funny; yet people still love it and constantly buy it.
I think Sega needs to find a way to do this with the dying Sonic the Hedgehog games...
