Responsible Dog Ownership (Rant Warning!)

I am getting increasingly pissed off by dog owners not taking responsibility for their pets. As a dog owner myself, it bugs me even more, because i do take responsibility.
Like, people who don't clean up after their dogs. It doesn't take much to bloody bend down and pick it up in a bag! Don't like it? You shouldn't have a dog. If you can't, there are plenty of gadgets on the market to help you.
Another thing is owners not taking responsibility for their pets actions. There is a guy who lives near me who has a young German Shepard. We can't take our dogs in the field when he's around because his dog is insane. He lets it run loose and it chases and barks at small children, who also use the park frequently. The dog in question has upset ours on numerous occasions. The excuse? He wants his dog to meet other dogs and socialise. HELLO!!! NOT THE WAY TO GO ABOUT IT YOU PRICK!!!!! That dog is seriously going to hurt someone one day.
The reason for this rant? A man just walked past the shop where i work and let his dog piss all over the Friday-Ads on the floor outside. He pretended to be looking inside the shop. DICKHEAD IRRESPONSIBLE TWAT!!!!
