pokemon fans i need help read plz

ok so i have pokemon heartgold and well i cought entei...well im having trouble catching raikou....im using a fast ball and he is weak but i cant catch him any sugestions as to what kind of ball i should use?

well i dont have hartgold but if i remember correct the only way to catch a mewtwo is with a master ball since both ralou and mewtwo are both legends maybe a mater ball will work on raikou

that dose seem like a idear but then it will be hard to catch mewtwo (i read that you can catch him in heartgold and soulsilver....and i dont have a master ball yet)
