That's actually not so hard if you do it all on the same layer. Select every marking you want to glow and fill them with the color on the same layer as the first one. If there are layer effects on it then the others will pick that glow up the same as the first. Easy as that. Use the magic wand tool to help do it faster.

Yep. I've worked with Photoshop before and know a few tricks with it. Using layers and layer effects can take out a lot of needless work really fast.

I can't do glowies hehe but I can use Photoshop lol! You're using what looks like Photoshop 7 (I can tell most of them by layout as you have a button to lock layers together which was taken out for the CS series, sorry to be such a geek lol) Now then, tell me how you want the glowy bits done hehe. As a general rule you only need two Blending modes: Outer Glow and Inner Glow. Sometimes I'll use the Bevel and Emboss > Inner bevel for a bit more effect but it's not necessary.

If it were me here's how I'd go about it:-

Outer Glow

---

Opacity - 50-60%
Distance - 20-30px
Spread - 10px

Set Anti-Aliasing on and make the / into a nice curved one.
Make sure it's left at default values for everything else

Inner Glow

---

First thing you want is to set it to center
Opac-60%
set the Distance and Spread to comfort level but make sure you don't flood the spot with light.... leave some of the edging alone hehe
Anti-aliasing exactly as before. Whatever you use in place of /, keep this one identical.

Bevel and Emboss

---

If you choose to use this, I recommend you only adjust them slightly or the glows will look tooo unreal.

Once you set them up, do another layer and for each one with pure white, just brush a few spots to make them look like little stars... * <kinda like this and you should have a nice, professional glow effect.

if you do this do each spot separately or the effect won't look too good hehe. Just right-click a layer, click on Copy Layer style... select all the spots and click Paste Layer Style. To select the layers you want in one go, just hold ctrl and select with the mouse.
