The Toclafane are small little buggers that would be able to easily out-manoeuvre the Daleks, but the Daleks have that armour.

I think I'd have to give the edge to the Daleks, though, since they've also created WMDs in the past, and wouldn't hesitate to do it again to take out a bunch of flying footballs.
