How does one put their name in the proverbial hat to be able to draw the monthly banner?

I've been wondering this for years. Even the Wiki doesn't know.

I think one of the admins approaches an artist they like and asks them to make one.

As far as I know it's some kind of "invite-only" system by Dragoneer so far, at least it was mentioned in the forum somewhere so, most likely not much you can do yourself sadly, would be great to see your art in the banner, nya.

From what I've heard, you are either invited, or you can send in your banner to 'Neer and they decide which banner they like best for the next month. I think they plan at last a month ahead of time.
