Well, sort of. Now I get to try to reapply for that damn debit card.
At least I have my account back.

I imagine many a Jon and Tim and Bill and Jim have had issues with PayPal for that reason.
Seriously.
I was surprised that Paypal took so little time to get everything resolved, actually. I expected to have a huge mass of funds in there that I couldn't get to until next month.
