From what I've read, manga publishers in Japan are really cracking down on scanalations, and successfully took down One Manga, the biggest site for translated scans. They say piracy is killing the manga business(though I'm more inclined to believe that its less about online translators and more about cliche, uninteresting characters and plots coupled with the overpriced import fees they impose on American distributers)
So basically manga publishers in Japan are working with different foreign governments(US included) to legally take down any site that's posting translated scanalations online. It's lame and annoying and really seems like they are grasping at straws and pushing more fans away more than anything, but I say let them do what they want. If they want to limit manga to being in Japan only then that's less profits for them. Manga will continue to be scanned, translated, and distributed through torrents to anyone who wants to download them.

It sucks because I personally was enjoying a few mangas that you can't get outside of Japan and now I"ll have to rely on torrents to continue reading them.
