Apartment stupidity (Rant!)

Okay this has been bothering me for a good few hours. HOW IN ALL THE NAMES OF HELL can someone who doesn't own a; car, truck, or any sort of motorized vehicle... can complain about someone parking in their assigned parking spot in the apartment building's parking lot.
My neighbor upstairs who doesn't own any sort of motorized vehicle had the idea to put a message on my cousins car about assigned park. This annoys the heck out of me... I could understand if she had a vehicle, but she doesn't.
When I talked to her about it... she just told me that she should've been asked to use that parking spot. Gah! that just annoys me the most out of this. She doesn't use it... therefore in my mind, until she gets a motorized vehicle, she can't complain about anyone using that parking spot.
Why must people complain about someone using something that they don't use? It just seems a complete waste to me.
I don't own a vehicle which is fine by me. I don't mind walking. My family does though and they do have the right to complain about cars and that in their parking spot. It just bothers me when people complain about someone using something that's just going to go to waste because they don't use themselves. I mean yeah i understand her logic, but still its just a parking lot that she's never gonna use anytime in the near future. Thats all folks.
