To answer your questions, the foreskin protects the sensitive head and crown of the penis from obstructions and irritation. After years of wearing clothing such as boxers, Briefs, etc...or especially jeans for those who go commando, the head of a circumcised male will develop a slight 'callus' to protect itself from becoming inflamed from continued exposure to textiles. Therefor, you can conclude that the uncircumcised penis would be more sensitive. But the callus in the for-mentioned is so slight the difference in sensation is minuscule.

I guess the tie breaker would be those men who do not keep the proper sanitation.
