Halo: Reach - The Tilt Skull

This is driving me mad, so I ask everyone out there who has any knowledge of Halo.
What does the Tilt skull in HALO REACH (not halo 3) actually do?
Im finding contradicting information all over the internet. In the book and the game it says "Modified damage tables" HOW ARE THEY MODIFIED, in the book it says "armor and shields exchange property"
However the internet and people I have asked are all saying different things. That it does make shields and armour exchange properties. Ive been told it makes human weapons useless and plasma weapons twice as powerful to everything. Ive been told it makes bullets good vs shields, plasma good vs armor, and that it makes plasma twice as good vs shields and bullets twice as good vs armor.
Can someone please explain to me, who knows for a fact what it does, what it does?! Give me an example vs an Elite
IE
Normally, when I soloed Legendary I would run about with a little plasma pistol, one charged shot would remove the shields of an elite, then i would head shot them with the DMR. Job done.
Would tilt make me want to shoot off the shield with the DMR, then a charged plasma pistol shot would one shot them?
Thanks to all those who take the time to explain.

FA+

It DRASTICALLY increases the strength of their shields, making human weapons much less effective, and Covvie weapons slightly less effective. Armour (So Brutes) is not effected at all. I keep a needle rifle for tilt, personally.
From what I recall they get no nerfs, just the blanket increases to resistences. So bullets still maul unshielded 'Covvies, Spikers still do the extra damage to unarmored brutes (though I think it's down to 1.5 now), etc. It just takes a bit more. The only real change you'll see is the shields, which need to be ripped down with Plasma, prefrably a plasma pistol in my experience. Though it's a blanket increase to the difficulty, so if you're on heroic, they'll have 4x as much shield instead of 2x as much. Legendary will become 6xs
And as I said, this just from my own playing with Tilt :) Turn the skull on, put it on normal\heroic and fool around. Best way to get a feel without the insta rape of Legendary.
