You're right. It's common knowledge that hurting small animals is a sign of a future serial killer or a least a very messed up person. I personally think they should at the very least fined the family, so the girl can see that there are consequences for your actions... They're practically encouraging her to do it all over again. And then what's stopping her from doing something bigger and worse?
