You can attempt timed writing, just sit down and write whatever comes into your head, don't think about it.
Might help.
And since I do this for fun, I'm not going to force myself. I quit making myself write when I quit college.
I know exactly what you mean (in all respects).
My muse strikes periodically, it's really annoying.
And depressing *sigh*
