Gotham Wolf

I was having a conversation with the son of my father's youngest brother today about an idea for what is really fan fiction and a scenario I would love to run for any and all local furs: The Penguin has secretly taken over a bio-chemical research facility of WayneTech and has been making human-animal hybrids for his underground fighting arenas and prostitution rings. He has over 100 of them living in the sewers of Gotham completely dependent on him for their livelihood. Into this picture ultimately comes the Batman himself. He "adopts" a wolf man as his agent as a test to see if these people can be trusted to live with humans in peace and ultimately the answer to this question is a resounding YES. Which puts Bruce Wayne aka the Batman in a bit of a moral quandary. These hundreds of persons of the furry persuasion were created illegally using his company, but they are no more a danger than many other aspects of human society. What is he to do?
