You don't have to register things for there to be copyright in most of the world, as copyright is automatic, even if not declared. However, characters are kind of special, at least in the US, where simply having a character doesn't mean it is necessarily copyrightable. If you have a collection of copyrighted works with a character in them that is distinct enough, then the character becomes copyrighted in a sense, since I think the reasoning is that using that character would be considered a derived work from those copyrighted works. How much is needed is kind of grey like a lot of copyright things and would have to be determined by a court on a case by case basis. My uneducated guess would be a single image or description of a character might not be enough, but if you have many images or a long, in depth story, etc., you would have much more of a case.
(Although one can register a design trademark I think on a character... but that is a whole, completely different mess from copyright.)
And by the way, who the hell does that? I'm actually a little shocked. XD
