Oblivion mod help!!!!

So I am trying to get both old mods and new mods loaded up in to my game. But none seem to work, all because Steam doesn't read the files the same as the retail. While It's all just additions that are pure aesthetic and not adding much to the main game I would like to get these working. If anyone can please help me leave a comment here or poke my IM.
