EDIT: Okay, I think
eclipsewolf did it, inspired by this music video. It's a nice, happy icon... but it got out of hand. Not a meme, I suppose, just an icon type that got too popular. Somebody said he stopped makiing them for people, so hopefully it doesn't grow into too much of an epidemic.
