If they allow for it to count as a way to gain international residency rights. When Iowa (if they still have same sex marriage) first legalized same-sex marriage, it only was good for US residents. In no way could my friend Nbowa marry his mate Tzup, and have him become a citizen just from that. It still didnt allow it.
You should look into this before you would get excited. I know plenty of lesbian couples and gay couples who had to let one of their lovers go back home, because it didnt even stand as a legal "you can stay here as a resident" contract. Still not the same as opposing sex marriage.
THe reason it doesn't work on a state level, is because the federal government doesn't recognize gay marriage as a real marriage. Immigration is a federal matter, not state.
You have to remember though that even if the US no longer supports it, each state is powerful enough as a nation-state itself to decide it's own fate. Arkansas, where it says you're from on your page, is a very "red" state, so I wouldnt see this really being a "could be soon" outcome for your state, unfortunately.
I am more concerned with it nation-wide. The Fed is the one who decides things like immigration. My state can go screw themselves. Also, I have no connection to this state. If they don't approve, I have no problem leaving.
My bets are more on underlying reasons as to why the government doesn't want to support DOMA.
Beyond making them look like hypocrites(since they repealed DADT), DOMA is shorting the IRS valuable tax dollars that could be collected from couples who file jointly. Also lawyers and courts can make a killing off of the new source of divorce litigation income if they recognize gay marriage.
