Hmm try searching through your Fire Wall perhaps, I have Vista aswell and will look into this where to find the blocked files location

Two Solutions, either uninstall the program and reinstall to fix or try this:

Try this:

1. Click the Blocked startup programs icon that is in the notification area.

2. Point to Run blocked program, and then click the program or the service in the list that you want to start.

If you are prompted for an administrator password or confirmation, type the password, or click Continue

How to set Windows Firewall to block or unblock certain applications.

1. Click Start Control Panel > Security > Windows Firewall > Change Settings, and clickContinue if prompted by UAC.

2. Click on the Advanced tab.

3. Check the applications that you wish to unblock.Uncheck the applications that you wish to block.

Not sure if this'll help but it's the only way that seemed logical lol

Appreciate the advice and I tried useing the Firewall allow field, but in the end it turns out McAfee was to blame. I assumed the pop ups to allow or block access was the Vista UAC. The next time it popped up I actually looked to see what was asking ... and sure enough it was the anti virus. Yay for uninstalling.

Oh no I found what was the issue, and it wasn't changing my OS. McAfee is what blocked it to begin with. I never renewed the subscription on it so I couldn't go in an unblock, once your subscription runs out McAfee will still ask if you want allow or block access but you can't do virus scans or use any of the features and options. So I uninstalled it and everything is hunky dorey again. I won't chase you ... I know where you sleep! >=)
