I think the dub reason is BS - there are a lot of picky anime fans who just can't stand English VAs. But I don't think that stops porn. If it's a cute character people will draw it before they even hear it - speaking from experience.

I've seen some, but I'd think it's just not a popular character. I always want to see lots of Oolong porn, I liked his VA, but he's not popular either. It's all about the muscle men so we see lots of Goku and Vegeta. So no cute Puar or Oolong.
