Current commission rates are as follow:

Per character: Costs are calculated off the $10 base lineart per character, plus additional coloration and shading (example: A color pencil single character would be $30; $10 lineart + $20 for color pencil)

As for content; I'm fine with drawing pretty much anything you see in my gallery. Subject matters I'm not comfortable drawing (or more importantly, comfortable posting publicly) I usually simply charge double for.
