Short version:
Budget in advance how much you want to give out to people monthly.
Click the Flattr button on pages you want to give money.
Flattr divides it up evenly at the end of the month.
For people getting money, it's just as easy, make an account, add the button to your content, get money at the end of the month- treat it like a tip jar.
