Yeah. That's because the law in some jurisdictions discriminates against picture of humans having sex (especially underage people).

Underage is pretty understandable.

Specific species only? No.

The laws only cover humans and those which appear human despite slight additional features (ears, antennae, etc). We feel more qualified to determine what is "human" than what is "underage" (when people can quite easily say "they're 18, not 15"). Some jurisdictions also have issues with bestiality and/or identifiable people in sexual situations - forbidding humans characters in sexual situations avoids both.

Yeah, but how is it bestiality when a human is having sexual intercourse with an Anthropomorphic? Anthromorphs aren't really animals.

In the eyes of the law, either furries are humans or they are animals. You probably do not want them to be defined as humans because in that case they become subject to all the laws covering humans (which are the problem to start with).
