Wow.
Tragedy doesn't even begin to describe how horrible that is.
They are not only removing the ability to resell, but taking out the owner's ability to replay his own game that he bought and paid money for.
Luckly this title's selling will be ruined and they'll learn their lesson.
It's like saying, "You bought this book, but we're putting this tracker in it so we'll make sure you can't donate it to a book drive."
I predict this will be a repeat of the Spore fiasco; the game will be getting zero ratings on the customer feedback even before it's released, all because of the DRM.

Seriously, why are the videogame companies taking cues from the Music industry? It never works out well for anyone.
Plus, if Capcom does this, then ALL of their games (or most of them) will have no replay value at all - I like games with replay value.
well done capcom! there go the sales proyected for the 3DS!!!! what happens now? they are not gonna blame capcom, no, they are gonna blame the 3DS and Nintendo. They will say it's a lame game and only make it more lame that is for 3DS, no more playing it after you are done... sh*t...

Also, used games are damaging? They want people to buy 10y.o. games (that aren't really available anymore)?
Or is it for new games that people finish in one week and resell it? They could fix it by making better and longer games...
If anything, this will only encourage more pirating, as people will need a cheap way to get fresh copies of the games they already paid for.
Luckly the huge drop in sale will teach them.
Really sad to see an old, experient, and respected company do such a huge business mistake...
