If you found ... a pendent

Inspired by an old episode of Chip 'n Dale Rescue Rangers entitled "It's a Bird, It's Insane, It's Dale!" that I recently remembered. You can find it on YouTube here [Part 1] and here [Part 2].
Imagine if you will a simple pendent made from a polished black ellipsoid stone set into a white gold ring and hanging on a chain, not unlike this [link]. When worn this pendent grants the wearer the ability bounce, stretch, expand, compress and inflate their bodies similarly to the meteorite Dale receives in the cartoon. But let's add some extra abilities as well. The first one will be the ability for the wearer to control their elastic tension, so that, for example, they can be as soft or as tight a balloon as they wish to be. However, we'll limit this ability to how relaxed the wearer is, so that the more the wearer relaxes the bigger they can get. Next will be the ability to pop, like a balloon, and reform instantly unharmed, and the size at which they pop at will be controlled by their tension. Lastly will be the ability for the wearer to temporarily bestow similar abilities onto other objects. However, the effects will only last as long as that object is "deformed" and quickly wears off once it returns to normal. This will be great, for example, for making 12-inch balloons 12-feet, for making pool toys as big as a house, for making clothes stretchy, or for making friends into blimps. But in the case of other people, while rubbery, they will not be able to stretch or compress their bodies themselves, only if a part of their body were pulled on will it stretch, leaving them mostly at the mercy of the pendent wearer. These will be the abilities this pendent shall grant its wearer.
Now let's say that you were walking along on your way home or at the beach and you found this pendent lying there on the ground, waiting for you as it were. What would you, or instead a character of yours, do with it?
Optional 1: Let's say that you or your character had no idea what this pendent could do at first. What series of comical events would ensue as they learned?
Optional 2: Let's add one more property to the pendent. When the wearer, another person, or an object is stretched, thanks to the magic of the pendent, the part of their body that is stretching will turn pinker and shinier the more it is stretched out, and similarly will return to normal colour when returned to normal size.

So does this mean we could expect the Rubber Mephooki, clad in a purple latex body suit, to bounce around saving people? Or be a villain and puff up huge (I loved that part) stealing whole warehouses filled with balloons, helium tanks and air pumps instead? And what about Juliet and Piper, what mischief would they get into with this trinket?
