Ip ban silly means it banns ur computer Ip address no matter if u make a new account and if he ahs another one that will get banned 2

An IP ban does not ban your internal IP address, but your external one. If you go to a WiFi hotspot that is somewhere else, then you will have a different external IP address, thus the ban could be bypassed.

Though, no doubt they have ways of preventing that, too. Your internal IP address is never made public and is never known on the Internet.
