An Oblivion mod, "Nehrim: At Fate's Edge" It is of course PC exclusive. Enemies do not level with you. The level of enemies depends on their location. Level is based purely on Experience Points instead of grinding major skills. It's also an entirely different world, and you have to use a new character.
Oh yeah it has English subtitles and text, but the voices are all in German, as well as some text that they forgot to translate. It does help to know German.

Before you start it up, be sure you have the latest Oblivion patch, and open up the Nehrim launcher, click "Data Files" and make sure all the files are checked.

Yeah I'm stuck between getting it for PS3 or PC. I prefer the PC controls, but my hard drive is running out of space. It's also nice being in the living room where everybody is with the PS3 so I don't have to be a shut in when playing :P But PC has the modding community, and that's always nice.
