I had something like that too when my own money ran out with the fact it wasn't a huge tank anyway so put in a few goldfish. Being forgetful like I am I would forget and never mean to and you can guess the inevitable end to it all, so the fishtank just became a big marbles holding container for a long while, about 6 years I think until chucked away this year recently when my room transformed from horrid to actually being clean

And awwwwww, it's a shame you cannot gain help in getting it but I wish you all the best of luck getting your Russian Tortoise! I'd be excited too though I'm more forgetful much of the time so I think myself and small animals won't mix, ever lol
