They've started the practice of temporarily freezing an account from the ability to send payment as personal/gift if you do it too much. Sending it as one of the options in the other category charges a small fee on the money for both sides (as opposed to just the person paying when it's personal/gift), which means the person receiving loses out on a little bit of the intended payment if you don't initially add the intended difference aaaaaand I'm rambling, sorry.
