Have you tried  donthugcacti? They're not cheap, but they're good quality and I think they're open.

Normally there's an age limit. A lot of people won't accept your commission if you're young or not mature.

I make suits as well. I have made everything other then bodysuits. My heads are all foam static jaws (unless you want a balaclava/ still with static jaw)

Iv have made afout 5 heads so far. A commissioned head would cost you about $100. Partial with feetpaws for $175
