So, can I get some quick advice here?

My name is Robbie! However, just call me Vulpes :)
So, I have a premier account with Paypal.. however, I noticed that 5 cents disappeared, and assume it's a charge from Paypal for up-keep.
Now, I don't have enough commissions to keep up a balance if I have a fee to pay... so, is it viable for me to downgrade my account and use a Personal account for commissions?
I just don't want all my monies to dissappear :/
