Banner problem

-there's a rumble in my tummy-
Does anyone else use the background lighter setting? I personally prefer it, but the banner will not change as long as I'm in the light mode. :/ I've changed back and forth, and I see the new banners in the darker setting, but it still will not change in my preferred one. D: Anyone else having this problem?

I've always had it this way, and it usually changes just with a refresh, but this is sort of unusual. I was gonna ask, but I don't know anybody.
