I'm thinking about upgrading several components in my system. I know the RAM can be upgraded to 2GB, and right now I have 1GB installed. Yet I was wondering if I can go any higher than that if I run the 64-bit version of the OS.
Also, I'm thinking of installing a secondary GPU, should I do that as well?

Total Cost: 142.99$ It's worth every peny... Once you get more money, you can get a new GPU if you're interested in heavier gaming, the onboard will suffice for light gaming and everyday use, HD movies are a breeze to it... So no worries there.
If you still must...
First, you can't dual GPU it.
Second, even if you could, it'd be bottlenecked by the Pentium 4
Third, no you cannot add more ram if your board doesn't support it, it'll probly not boot and if it does, it'll only recognize the max ram the board supports, plus I believe P4s can't do 64bit, sooo... Yeah.
You'd be better off building a new PC than upgrading that... Unless you really truly need it.... It's really outdated.

Never had one fuck up... Unless you install a bunch of random programs that fill up your startup menu...
I currently have Windows 8 Developer Preview 32bit, it's been runnin for 3 months... Still feels as fast as the first day I installed it. owo
