Paypal Taxes? What's going on?

Nestly: I have never had taxes taken out of PAYPAL payments before, until just recently. I was shocked and annoyed that I not have to add stupid TAXES to my prices or simply lose extra money when I'm not receiving a whole lot for the time I put in anyway. :[

Does anyone know how recent this is? What the deal is with it? Or just... any news what-so-ever?

And it looks like it took place right beginning of this year, so why your noticing it just now... *Shrugs*
Usually I add 10% extra for every purchase onto the transfered amount of money, just to counter these fees.

unless it's changed in the few months I haven't been doing commissions.
however, people can choose to pay the fee themselves or have the artist pay them (which basicly takes the fee out of the sent amount of money), quite honestly it's a jerk move to do that.
