Riddle me this, Rotor!

Have you had your daily dose of brick to the face, today?
For some reason, each time I've searched for Rule 34 of the purple penis-polishing pinneped, nine times out of ten the pics I find are of rule 63 Rotor; that's right, FEMALE Rotor.
Now, I can understand the increase in Rotor stuff; he's been gaining a fan following that even Ian Flynn, despite his antipathy toward the character, cannot deny, but why make him female? I can kinda see why people draw female Tails (because of the misunderstanding of which gender he is thanks to some mistranslations down the line), and even the SOnic rule 63 doesn't outnumber the normal Sonic rule 34, but why does Rotor get to be flooded with female versions of himself?

The signature is rather indecipherable, but I can make out an M and an L, and it kinda looks like Marc Leonhardt's artwork, so if anyone knows who made this, I'd be much appreciated.
