Is there a way to make the cursor slower when I'm like trying to outline so I don't have horrible scribbly shit?

That's a mouse cursor problem.
If you have Windows 7, THIS link should help you. :)
If you have any idea how to change the tablet's sensitivity I would love you forever.
I'm happy to help you however I can. :)
And it usually depends on what kind of tablet you have.
If it's a Wacom, and you are using Photoshop, you should be able to adjust the sensitivity through THIS LINK.
I'll even copy-paste the instructions for you:
1. Select the Brush tool , the Pencil tool , or other painting tool in the toolbox.
2. Click the Brushes tab to bring the Brushes panel to the front or, if the panel isn’t open, choose Window > Brushes.
3. To make the tool tip size change with pressure, select Shape Dynamics (be sure to click the word, not just the check box) in the Brushes panel. Then choose Pen Pressure from the Controls menu under the Size Jitter slider control.
4. To make the opacity change with pressure, select Other Dynamics. Then choose Pen Pressure from the Controls menu under the Opacity Jitter slider control.
Note: You can set the pen pressure for other brush characteristics as well. The Brush panel contains controls that vary the angle, flow, scatter, texture depth, and roundness of the stroke according to pen pressure.
I want to be able to change the speed of the lines I draw like I can in SAI (this is called the "stabilizer"). I tried these steps on my XP laptop and they worked. However, when I perform these steps on this Win7 laptop (which differentiates between a mouse and a tablet) it only changed the mouse speed.
I'd like to thank you again for trying to help, though :)
