Mass Effect 3 Engineer (No Spoilers)

I just wanted to say something on behalf of Mass Effect engineers.
I played ME1 and 2 as a soldier at first, and I enjoyed the games. I then went back and redid 1 as an engineer. It made the game completely different to me, not just another run and gun, explosions and shooting. Especially on insanity mode, me with my hand gun and my tech, the game was fucking brilliant locking down fights, stripping defences, setting up tactics.
Come ME2, engineers got dumbed down a bit, made more simple, but the game was still fun, but it became more shooty.
Now playing ME3... I don't feel like an engineer. I'm able to carry an assault rifle and pistol and still have 200% cool down, my tech abilities don't feel as useful as they once did, and the universal cool down which means I have to wait between abilities just... makes me HAVE to shoot. Gone are the days of me hiding, with my pistol and my tech.
I'm sure a lot of you will suggest leaving the assault rifle behind, which I've tried. But due to that cool down that is forced after each tech, I find myself shooting to keep the enemies back. They push far too much, no fun gun fights. Combats too fast now. I'd rather all my tech have individual cool downs.
Mass Effect 1 Engineer was the best experience I've had in a game for a long time. Its upsetting that it didn't get carried through in a similar way to ME3. I felt I filled a specific fun role. In 2 and 3... I'm just a weaker soldier who yes has tech, but its no where near as useful and more importantly... defiantly isn't as fun and interesting now as it once was.
