Cub art vs. legality concerns.

So... apparently, FChan has now disallowed cub art from being posted, and anyone posting cub art, including in their /ah/ section (their section reserved for the extremely hard fetishes, guro (body manipulation and dismemberment), non-consentual, rape, scat, violence, vore, watersports, drug use, etc.) will most likely be banned for posting.
Now, apparently, this is because of legal reasons, and FChan not wanting to have legal action taken against them. ("***Under current legislative interpretation, we have removed Babyfur and Cub art from the allowable posting list, even in /ah/. Please refrain from posting of either, as offenders may be banned.***")
This is fine, I get that. That's a valid worry. Here's where I get confused, though:
If their worry is law-based, then why do they still allow bestiality and zoophilia on their site? The only countries that allow bestiality, are Australia, Belgium, Cambodia, Denmark, Finland, Germany, Mexico, Netherlands, Norway, Sweden, Switzerland, and the US. Also, most of these countries only allow it in certain states or provinces, and in almost all cases where it's legal, it's still illegal to distribute pornography of it.
So, seriously... if their reasons are entirely law-based... then they should be working on banning the entirety of everything that would cause legal ripples. So... how long do you think it'll be before they end up banning all furry art in general, apart from the Clean board?

Then again... it's pretty hard to define bestiality let alone control it. Who knows what those lonely farmers do in the dead of the night. <_<
As far as I can tell internet has very little to do with legislation. I think this cub issue is mainly about personal opinions and political correctness. From a very personal point of view, I've always been concerned about child prostitution and children victimized by the porn industry. That being said, I've never been particularly concerned about artistic renditions of the underage Piglet being brutally molested by Vinnie the Pooh. I don't see these things as part of the problem even though I understand that such images are being looked at and produced by a mass that cannot be controlled or supervised and that alone creates anxiety.
