I know there are a few artists that due that kind of icon you want, but I'm not sure who they are off the top of my head. If anything I've seen more pixel or game-like animated icons on DA then FA. Perhaps look there.

It's probably because I started dabbling with Python(the programming language) about a month ago; so many indy games like Offspring Fling and Owlboy have delightfully amusing graphics. ^^
