Business Plan

So most people who are familiar with my situation know that it's a complicated song and dance. I came up with what I felt was a pretty clever and sound plan today, and pitched it around. I got shot down at every turn for reasons that were bullshit.
The thanks I get working three years for free.
So, what I'm looking for is help putting together a business plan of sorts. I want to give the whole freelance illustrator thing a shot while I've still got something of a safety net (the juiciest, but one of the few perks of my current situation).
If you're experienced or familiar with putting together small business proposals for a new business/entrepreneurial endeavor (in Canada/Ontario specifically) I could use your help if you're willing to volunteer some time talking.
This isn't a large project, I know Ontario has all sorts of programs and grants for people who want to go into business for themselves. The bare bones of what I need to actually make art start going smoothly is $5,000 for equipment and supplies.
However I'm imagining that bare bones planning is hall mark of guaranteed failure when putting these things together, and that's where I need help, ferreting out the other odds and ends of starting a business and putting together a proposal to try and get myself some loans/grants.
Thanks for reading folks.

Is this your first time in art business? Unless you have a specific goal in mind with a purpose need for certain equipment, you dont need to pay much at all to get started. Questions you need to ask yourself is what audiences are you targeting, what portfolios you need to assemble, an artist resume, going along with your webpage or blog site (both are important)...among a bunch of other things. Not to forget a written policy and agreements.
