Probably Moving to Linux For Good- READ!

I've been having this WEIRD problem with Windows lately. I've never encountered something like this before ever, and I know Windows very well. Been using the OS since kindergarten.
Programs such as Norton 360, Windows Live Essentials, Zune, or anything that requires internet access fails to connect to the internet. As an example, I cannot update my anti-virus definitions from within Norton 360, but still have a legitimate working internet connection. I ran ping tests and they were all successful on the various servers receiving the data. HOWEVER, I can strangely still browse the web with Chrome and IE - my 2 browsers - but cannot use any other program other than those to access the internet.
This is a problem.
I have a good $500 worth of software invested with Windows, but none of it connects to the internet right now. I can't install particular programs either, because some executable setup files require an internet connection. Nowadays, the .exe file downloads the files it needs and installs it for you. That's a stupid idea for people without internet access.
This problem is software-related. With all the other installed Linux operating systems, every program, including web browsers, work when needing to access the internet. This means there is a software configuration issue on Windows. Believe me, I've tried EVERY possible thing to fix it... and don't know what the problem is with my network adapter.
I have a pre-built computer, which is a Dell Inspiron Duo, the tablet and laptop. I love this thing and would really like if the suborn configuration would become fixed. Really don't want to format my hard drive, and I have no time anyway because of school. Is there anyone who could make a suggestion? Thanks.

My computer has no history of malware and none in it right now. Even then, no one infects MY computer.
