I have become discouraged when making my portofolio

So, as usual, I have procrastinated and I am late on yet another thing that I should have done months ago: Working on one out of possibly 4 portfolios for college
So, yeah, not only have I procrastinated horribly on getting the many things on the list of college done, but now I feel like my art sucks so what is the point. I already paid the application fees to two universities but now I'm stuck at the portfolio to one of them.
I need help; I need someone to answer my questions/comments!
1) The requirements say "only show your best art" but I feel like all of mine is shit for the way they describe what they want in a portfolio.
2) Why do they seem so crazy in wanting some super-beautiful-correct-in-everyway art pieces in the portfolio if it's an institution to LEARN to be a better artist?

I'm no one to ask, but it was the same thing that dissuaded Kaito from applying to an art school/program. But it does sound hypocritical, how they want you to already be excellent at art when you enter. I mean I get it in that they don't exactly want sketchers or people that aren't serious about their art, but at the same time it makes it extremely difficult for other people to get in unless they've had years of training beforehand, no matte rhow passionate they are.

I recently made a similar post to concept art.org I am hoping to see what they say. I may just balls to it and just put in what I have. My personality makes it very hard to motivate myself properly. A college and professors might be the key I need!
