Anyone know anything about wetsuits?

I'm looking into wet suit tops and such for a few reasons but I dunno what I should look into.
I do not surf, skimboard, ski, scuba, or do anything that would require an expensive high quality suit.
However, I burn very easily even through sunscreen. I don't like bathing suits or regular shirts that get stuck to my body and are hard to wring out n such.
I'd like something that would be light enough to wear under regular clothing for the compression aspect, because compression is something that I crave the sensation of. But I'd also like to be able to use it for swimming too, beach or pool. When I'm at the beach I body surf sometimes but nothing serious.
Having said that, my price range is kinda low. I can only afford maybe $40 max or so. I don't care if it's used or has a small hole or what not, if it works it works.
I also plan to wear board shorts with it too.
Im also thinking long sleeved would be better because then it won't squeeze my chubby arms and pinch them or get uncomfortable n stuff. But i'd like to be able to wear it underneath other clothing too, so maybe short sleeved?
and what's a rash guard versus a swim shirt, etc?

I know little of this, but you might just want the rash guard variety if all you're looking for is skin protection. Any other purpose is probably down to your preference. I recommend going to a sporting/outdoor type store that carries this stuff and trying a few on. If I remember correctly, wetsuit fit should be snug, but not at all cutting off circulation or severely restraining you. Unless you like being in a wetsuit, it might be uncomfortable to wear out of its designed element to trap a thin layer of water that your body heats.
