Do you know him personally? Don't be afraid to contact the authorities if he keeps harassing you.

But being serious, he sounds a tad off his rocker. If he hasn't gotten the point and keeps making new Skype SNs, then he has a problem. If he's doing that just to get your attention, that's definitely a 'creeper' in my book. I'm with on this, you need to tell him you're not interested AT ALL, that if you were, you'd have made it known by now, and that it's making you incredibly uncomfortable.

More than likely, his reaction will be one of two things. One, he'll feel 'guilty' and say he'll leave you alone, but still wants to be friends. Sometimes this works, but rarely. More than likely, he'll be 'friendly' for a bit and then turn back to 'OMG I WANNA JUMP UR BONEZ!!!'.

His second reaction would be an angry one. He'll say you lead him on, that it's you're fault, you don't know what you're missing, etc. In his mind, he'll think you're playing hard to get, that he 'can't give up' on you. When he gets the 'Dude, leave me alone, you're a creeper' reply, he might think it's another 'test' and that he needs to prove himself.

My advice? Engage him ONCE on Skype or wherever, make it VERY clear you're not interested at all in him. That making new Skype SNs over and over again SPECIFICALLY to talk to you has officially creeped you out, and that you wish to never talk to him again, whether it be on Skype, AIM, texts, FA, anywhere. As soon as his reply comes through, you can read it if you want, but I'd just block him again. And when you get a message or incoming call from anyone who doesn't announce who they are somehow, don't pick up and don't accept the message request.

Tell him you're gunna break his fucking kneecaps with an aluminum baseball bat, then kick the shit out of his dog if he doesnt leave you alone. Thats what I do man, works everytime.
