Tried telnetting into it, no answer on port 80, but it does answer on port 25 (SMTP).
In other words, I suspect, that the HTTP-Server-daemon/process doesn't run at all.
(DNS-Entry pointing to the mailserver instead of the webserver? 204.152.189.152 = blue.keystealth.org)
A decent admin should be able to fix that in a very short time.
To put it in perspective, I am talking about a few minutes to a few hours,
depending on damage, not weeks as in this case.
If the hoster is unable to fix that in a very short timeframe, then I do recommend looking for a new hosting provider.
Btw, furry.org.au is down as well, that one points to the same server at 204.152.189.152 (blue.keystealth.org).
I can FTP to the site, but as you say, it won't do HTTP.

Say... is this story still canon? I know you were clamping down on the Star Trek expy races (like the Borg in this story's sequel) and encouraging drifting toward more original races. The characters and ships are mentioned within the Stariionae story though, and I know that's supposed to be canon. Maybe just the sequel (the Gambit Solution story) is non-canon?
I was looking to try and gauge the speed of warp travel in-universe, since that's one of very few places where it's mentioned at all. The story says Warp 5.5 can cross about 500 light-years in 8 months... which comes out to about 0.488 light-years per 24 hours... which is roughly correct for the TOS warp speed charts, as calculated here on Memory Alpha... but not for the TNG warp factor scale.
Are there any significant divergences for the chakat universe version of FTL travel, or is that still basically imported from Star Trek? While the math is well beyond me, I understand the basic concepts behind the Alcubierre warp drive theory, which is the closest thing real-world theoretical physics can predict to how a Star Trek style warp drive might work. That can be adapted to the chakat universe relatively easily, without changing past works. Leaving it vague worked in your favor here, opening the door to establishing a more concrete warp theory that future stories can use as a guide.
