I have serious doubts that there was glass in the cookies when they were packaged, as there would be no reason for glass to even be in a cookie baking plant. Someone might have tampered with them in the store, but my strongest suspicion is that the two who reported it planned it in hopes of getting some sort of settlement money. The date and batch codes on their packages will certainly be traced, just to be certain, unless they conveniently threw them away.
