Because at this point it sounds like you're going to get yourself hurt or killed ending up in the wrong part of town and I will HELP you find safe parties that AREN'T random ghetto parties.
Facebook can be useful, if you know the local rave crews, you will end up getting invited to private FB event pages. From there, you can kind of look at the types of people who are going by visiting random profiles. Start friending all the local DJs and promos you can and see what events they post about too. Word of mouth only really works if you've already been to a really good party, and know who to ask. Also start going to all the record shops you can and ask for even fliers. I know United Records has fliers just on shelves by the door, and if you talk to the shop people they usually know what's going on that doesn't have a flier.
Beyond that, you need to be aware of the places you're going. I know that the "sketchiest" parts of town are usually the parts where you find raves, but there's no reason to go somewhere dangerous for a few hours of techno music. Like 12th/Imperial, where the COPS don't even like going. Try to learn what parts of town you should avoid and which parts are okay. In SD most parties will either be 1. for 15-16 year olds (which used to party at the World Beat Center) 2. Day parties in the park 3. Out in the desert.
