Actually. I had the same issue. For a long time people didn't want to commission me. So I handed out a few freebies. I got my name out there. I started talking to people and posting new pics of my own characters, and some close friends of mine got free art from me a few times. After that I had them spreading the word about my art and I started with low prices. Now I am here on FA, I started on Sofurry cuz they have a large clientel and I hosted my first raffle to get people's attentions. I will host raffles on and off, and eventually i will have an auction. :3
